Did Congressmen Put Their Cart Before The Horse? HR 2306



I was very fortunate to have able listen in on the live Tele-Press Conference on the Ending Federal Marijuana Prohibition on June 23rd.


I listened and heard some very important points and I am sure you will see articles everywhere on the statements, questions and of course the answers. But I heard a question that was not asked directly, but was mentioned many times indirectly. Maybe it was just I wanted to ask about it that made bells and whistles go off in my head with its mentioning.

I am talking about the “drug czar” and the White House Office of National Drug Control Policy (ONDCP), many times the drug czars office was talked of in statements and in the forming of questions.

What I so badly wanted to ask is "should not the congressional mandate that impels the drug czar (ONDCP) to oppose legalization of marijuana be removed and should we not ask that the (ONDCP) should fund research into the safe use of of recreational marijuana."

 I am grateful that our representatives submitted HR 2306 last Tuesday, but I'm afraid it was putting the cart before the horse. It is a rough road to travel when a professional propaganda machine like the (ONDCP) is opposing every move that is being made for legalization.


According to Title VII Office of National Drug Control Policy Reauthorization Act of 1998: H11225:
Responsibilities. –The Director– [...]
(12) shall ensure that no Federal funds appropriated to the Office of National Drug Control Policy shall be expended for any study or contract relating to the legalization (for a medical use or any other use) of a substance listed in schedule I of section 202 of the Controlled Substances Act (21 U.S.C. 812) and take such actions as necessary to oppose any attempt to legalize the use of a substance (in any form) that–
  1. is listed in schedule I of section 202 of the Controlled Substances Act (21 U.S.C. 812); and
  2. has not been approved for use for medical purposes by the Food and Drug Administration;

 The most interesting point was when Cohen was asked if he thought legalization would cause an increase in marijuana growing:

His answer: *In Tennessee marijuana is already the number one agricultural crop how much more could you grow.

side note: anything said about our drug czar at AA is an attack of the office and institution  not the individuals that have sat as drug czar.
